I would say this is most likely a nutrient deficiency, particularly given that such a wide variety of plants are affected.
It's probably either molybdenum or chlorine deficiency - is it on all the leaves or mostly on the older leaves? It's likely chlorine if it's on all or molybdenum if it's mostly on the older leaves.

The damage could be from leaf miners. I can't see the spots very clearly.

No hail. But we have had some summer rains. Maybe leaf hoppers. The picture I googled looked kinda like it. Also someone else suggested powder mold. Will try to treat both with neem oil just in case. If that doesn't work then I will see if it's a nutrient deficiency as suggested by shift.

barrett1919, it does no strike me as nutritional disorder. I would look closely for an insect like thrips; but they might not be still present.

I am thinking thrips, too. Leaf hoppers another possibility.

whats the point of reflective aluminum foil ... trying to fry them in situ ..???

HERE'S the explanation regarding foil, Ken. Another reason, other than the one cited in that fact sheet, is to reflect light back to the plant to increase insolation.

Ken, I use the aluminum foil because that part of my garden gets a small amount of sun. I'm not even sure if that pepper plant will make it, but I figured it didn't hurt in trying. Trying out neem oil this week as I read it helps in a wide variety of problems. Will come back when I have changes to report. Thanks guy for all your help!!

Following up! It was leafhoppers. Neem oil worked great! Thanks all for the trouble shooting help.
