How long for Waterlily Bulbs to sprout?

I got a waterlily bulb about a Month ago now that already had some leaves sprouting from the tuber. I potted it up and placed it in my pond but ever since then it hasn't done anything. No roots have formed, only the little sprout leaves that were there are fading away. The bulb itself is still firm and everything but there's no growth from it at all.... It's in the sunniest portion of my pond and gets at least 6 plus hours of sun.

How do you know no roots have formed? Did you fertilize it yet? How far below the water's surface do you have it?

When I went to check if it was still firm it moved around very loosely in the pot so I gently pulled it out and examined it out of the water.

I have not fertilized it yet but will do once I can find a time to drive down to the store (it's a long drive)

It's only about a foot or so under the water.

I would probably not pull it out again for several weeks, fertilize it and then hope for the best. You are pretty far north, and I know even here in 5a, the lilies are very, very slow this year. You said it had a couple leaves on the tuber when it arrived, but no roots? That's very strange. Anyhow.....good luck and don't give up.
