I think it is some other kind of grass, but not bamboo. Bamboo has a woody culm, with branchlets that the leaves grow from. It appears from that photo that the leaves branch directly off the central stem.

Thanks, it does have very stiff culms that seem almost wood like. The nodes in the culm/stock alternate between burgundy and green.

Bamboo is a grass and there are a number of other grasses that have a somewhat similar appearance to bamboo. Some of the smaller bamboo -- shrub bamboo -- do not have the distinctive branch structure I described above. However, the leaves in your photo do not have the type of attachment point to the culm/stem that one sees with bamboo: in particular, the base of each leaf of your plant seems to curve around the stem...correct? Further, the leaves in your photos just do not look like bamboo leaves to me: they have a flatness, a color, and a shape that suggest something other than bamboo. Below is a link to a typical shrub bamboo where you can compare the leaf to what is in your photo.
Pl. humilis

Yes, the leaves seem to curve directly out of the stock. There is no petiole. I was searching online and I believe it may be "Tiger grass".
