Is the staircase blocked?

What is the purpose of blocking the step? ( it is blocked, right?) For a dog perhaps?

    Yes, the staircase is blocked to keep the dogs from going upstairs. When you can see it with the series of photos (attached) it makes more sense how it works. The stair tread nosing and the riser were designed to lift and lock into place. It allows for traditional staircase details without the use of the plastic "baby gates."
