Selling Succulents and Cacti Locally???

My friend and I were thinking of starting to sell various succulents and cacti locally in Phoenix. We tried to check the Department of Agriculture website to see what kind of licenses we need and it has been absolutely no help to us. Does anybody know if we need a certain kind of license to start selling these plants locally?

I have absolutely no idea, but DO keep us posted with the requirements AND with anything you decide to sell. :) Big cactus/succulent fan here, oink oink oink! Good luck!
