Need help with TALL windows on a budget.

We (a cop and teacher) have to cover 10 windows step by step on a budget. We will either cover the two by the fireplace or the one over the couch. I am thinking of beginning with light filtering roller shades because we need the light! But what else??? The windows are oddly shaped. The space has so much potential and I have no decorative ability. Any other ideas, photos would be helpful.

Since it's a living room and natural lighting would be desirable, I would consider only covering the lower portions of the window for privacy options.

What about Roman shades. 2 on each window. Leave the very top section uncovered. Start one at the top of the first break, but make it a stationary roman shade pulled almost entirely up.. The 2nd one at the second break that would be a working roman shade. You could continue this on all windows..just a thought. It is a nice tailored look and by choosing your fabric it could go with any style furnishings.
