As a professional decorative painter, and not to contradict Chris, who surely knows best, I would venture that the finish on this dresser is actually aluminum leaf, not silver. Aluminum is usually used on furniture, then antiqued with a colored glaze and varnished for protection. The silver leaf are small and expensive, as well as more fragile. Aluminum is more reliable both because it doesn't oxidize and is more resistant to handling, as well as being a fraction of the price. But often we refer to aluminum leaf as silver leaf, it does sound so much better, and most people cannot see the difference!

you can usually buy it at art supply stores in your area, if not you can order it online, look up metal leaf or gilding and you'll find aluminum, silver, gold, copper, brass, etc... If you are not familiar with the technique of gilding I'd suggest you practice on small pieces at first, as it is a bit touchy. That is if you want to do a project yourself, of course.

I doubt it, though I know some high end cabinet makers sometimes do this type of things, or get it done by local artisans (gilders). Best to ask in your area, or, once again look it up on the internet ("gilding" + your city).
