Parsley is biennial, and your first year with the plant should not have it go to seed. If it has a good healthy place to grow, you should be able to cut from it well into early winter. I'd still plant it now - I actually planted seeds two summers in a row. That way the second year plants will eventually go to seed (I keep the flower heads cut off for as long as possible to put off that eventuality), leading to a perpetual block of parsley, that only gets killed back in the very worst of the cold, sprouting back to life once there is just a little sun and warmth. I only allow 2 or 3 flower heads to mature to seed in my 4 ft by 1.5 ft area dedicated to parsley, and I just have to make a little effort to keep those seeds falling in that spot.

Chives are a cut and grow plant. Cut them off at an inch or so above ground and you'll get new growth. Although the hottest summer weather and the coldest winter weather knocks back the nice tender growth, so long as you keep cutting it back it will continue producing.

Basil works very hard to go to seed quickly. The way around that is to keep planting new seed every few weeks. Also cut it back often, removing even the first signs of flowers, to above any two leaf joint. Cutting it makes the plant bushier and sets it back on its attempt to make flowers/seeds. When beyond redemption, pull the whole plant, pesto all the leaves, and use that spot for one of your reseedings.

Dill is another herb that I cut back entirely to an inch or so every time it reaches no more than about 10 inches. It will keep sending up new shoots, wanting to get flowers and seeds made. Dill is also something you can replant through the summer, but you can probably stretch out the time between planting longer. It will also reseed itself all over your garden, so it takes some control. I don't mind seeing some of the seed heads to drop seeds in my "dill spot," but I tend to cut the seed heads when ripened, before the seeds start falling. That way I have dill seed for pickling and cooking, as well as a ready supply of seed for replanting in the garden. I haven't bought new dill seed for many years now.
