It is a roman shade. I call it a flat roman shade as there are no horizontal tucks. It would be great over a double hung window. It pleats itself as you pull up the shade so that when it is in its top most position it mimics a valance. It can be made as an instide mount as this one is or it can be mounted outside so that it overlaps the windowcasings. You can also mount it higher than the window as an outside mount so that when it is up it clears the window. This shade was both inner lined and lined which gives it a fuller more custom look and helps block out strong sun when in the down position. Sheer linen shades can also be quite attractive if privacy is not a concern.
