Looks like damage from flea beetles. They're most damaging on young seedlings and transplants. Larger plants tolerate the damage.

Flea beetle damage usually involves holes in the leaves not just spots.

Maybe Septoria Leaf Spot?

In my experience, flea beetle infestation may result in both holes and "clear spot" which aren't yet holes. Likely the critter was disturbed while dining.

I like Ken's response as we just went through a couple of days of substantial rainfall here in Metro Portland which conforms to Ken's observation. My tomatoes are incredibly healthy and yet, and suddenly, this gold flecking begins to emerge having me wondering if its a precursor to some pathogen lurking in the area.

Scouring the web it seems it might be some kind of plant virus (whatever that is) but I'm still unsure. Mine is spreading across other plants which is a worry.

I know this is old, but for future reference, I think it could be thrips, maybe western flower thrips. Thrips can spread that wilting virus. Spider mite damage looks similar on my plants, but with webs.
