Looks like a very pretty garden. 60 feet seems like plenty of distance to me. Unless you have watched the feeder every minute, you can't be sure they aren't using it. Catching them at the feeder when you happen to be near is a probabilities game-- low probabilities. If you can watch during the hour before dusk, you are more likely to see them. You don't say where you are. If you're in ruby-throat country expect more activity around the end of June.

It looks perfect to me! As mehitabel said, just be patient and they will find it before too long. I had to wait more than a month when I hung my first feeder, but when they find it they will return again and again, year after year. Keep it clean and the nectar changed every 2-3 days while you wait...you don't want your first hummers to be turned off by spoiled nectar. =)
