Nothing attracts ladybugs and lacewings and syrphids faster than a bunch of aphid-infested plants. And they like a source of pollen and nectar for the adult syrphids - flat daisy-like flowers work well.

If you want to attract caterpillar-eating wasps, have some caterpillars for them.
