It looks like the sort of weed that grows back if a part of the taproot is left behind.

Or there are more seeds germinating. It is not always because one did not get all of the root.

it is all over my garden. I will have to remove quiet a few bushes to really kill it effectively. Does anyone know what the name of this weed is? What will work best

It's a type of Rumex, or dock. A very common weed and one with a deep taproot that must be removed completely to prevent the plant from regenerating. And it does seed freely so avoid letting the plant flower. It will respond to any broadleaf weed killer but that must be used carefully if the weed is intermixed with desirable plants.

Those notched dandelion weeders are great at getting out weeds with long taproots.

I think it is a type of Sonchus, Sow Thistle, not a Rumex. You can see the rough, almost prickly edges on the leaves. Does it exude a milk sap when you tear a leaf of cut a stem? Anyway you need to get the whole root and watch out for seedlings.
