I have seen noting on the plant and I've been checking often, r those beetles nocturnal?? I will take a pic of the damage today

Some are noctural, and some hang out on the underside of the leaves. It took me two year to catch the chafers on leaves rather than flowers.

That's sawfly larva damage. I see it on Hibiscus and Roses. They are hard to see, but you can find them on the underside of the leaves. If the BB isn't yet flowering you can spray with Spinosad. Spinosad is a naturally occurring fungus that kills chewing insects. Make sure you get both sides of the leaves and do not spray on flowers. Spinosad kills bees. The good news is that it dries in 30 minutes and is safe after it dries.

Steve,i checked both sides of leaves, nothing there, if it was a larva it would still be there right?

I have a hibiscus plant to the right of the budleiha and its not damaged at all (it is every year in late June)

I do have captain jack that i can use,would that still work on beetle, is it contact or stays on the plant as well do u know by any chance?

Captain Jack's active ingredient is Spinosad. Contact. I'd use it.

so i will have to wait and see if i can catch the suspect, i cant spray if theres nothing there, i checked again in the evening and in the very morning and nothing on the plant, its a mystery

i think i might have the insect that did this because initial damage looks similar and now is on hibiscus (its not a sawfly larva)
