New cutting advice

OK - it's a new cutting because while trimming bushes hubby accidentally took a branch off of a plumie. It is a yellow NOID from a cutting I got from a neighbor.

I have only rooted cuttings taken after all the foilage has dropped - very late winter or pre-spring (is that a season?). So should I remove leaves from this stem? All leaves, or leave a couple of rows at the top? Cut or pull off the leaves? The stem is about 12-14 inches long.

Thanks!
