Well drained soil is soil that doesn't stay muddy long or hold a puddle long. The way to get well--drained soil would be to dig up your entire bed to a few feet down, and mix a lot of sand into the soil before you put it back down. Raised beds also tend to be well drained. Really though, the description of most plants say they prefer "well drained soil". Not many ornamental garden plants like swamps.

Muscari or grape hyacinth is pretty tough. Should thrive unless the soil is a swamp. If you mean grape hyacinth, I'd leave it.

I wouldn't add sand to soil - organic material also makes soil drain better. Our soil here on Cape Cod, in the glacial outwash plain near the shore, is layers of sand, silt, and clay. Mixing that all together forms a decent grade of concrete - could be fine for making a patio, but nothing you'd want to try to grow plants in.
