Boxwoods and hydrangea

I have a row of 18 inch boxwoods. Behind the boxwoods are mature Annabelle hydrangeas. There is a 18 inch gap between the boxwoods and hydrengas and I am looking for some advice on what to put there.
Roses? Mid height grass?
I basically need something that will be 24 inches high. Thanks.
