I planted many bulbils the past season. I believe they are German Red. I cut most of the scapes, but still left some for bulbils and for comparison. Here are the pictures:

Those garlic were planted in the same area. Here you can see the one with scape+bulbils have very tiny cloved heads. The ones with scapes removed yielded much larger heads. Some are close to mature heads, about 1 3/4" diameter.

I got the same results with plants from regular cloves. So much energy was spent to make the bulbils....
