You should be able to paint something similar to that picture with Latex paint. Do you know if the wood raw or does it have a finish on it? Depending on this answer the amount of prep work will vary before you can start painting. I'd also recommend that you apply a primer such as Zinnser Cover Stain prior to painting it.
