Dining light

I have a dull dining room light. In our condo, I want to have bright light by which to write, preferably a fixture I can use with a dimmer. B/C it is a condo, I have to stick with the one opening in ceiling that is present. Only want to spend up to $600 or $700. Ideas, please?
