Repairing a shirred waistline

My DIL has asked me to re-shirr a waistband in a blouse. Any suggestions on how to do this? I have done shirring a long time ago using elastic thread in the bobbin but wonder if I could sew over the original shirring and not have to remove the original stitching first. Thanks for any suggestions.

Removing the old shirring would be neater, but I suspect 99% of the population wouldn't notice. I'd go over it again with the elastic in the bobbin and thread in the needle. Maybe loosen the thread tension a tad so you can work on the elastic on the wrong side and pull up the elastic to make it as tight as desired.
