What direction does your shrub face and how far up is your faucet placed? Do you want something that hides the faucet year-round?

I think you might want to consider one of the medium-sized ornamental grasses if you are not in an area prone to wildfire where a taller grass (i.e. taller than lawn grass) that close to the house would be a fire hazard. An advantage of using an ornamental grass would be that it wouldn't be as hard to reach the faucet behind it as it would be to reach it behind a shrub since the grass would move and sway easily and would be less prickly than any sort of shrub. The variety of ornamental grass to use would depend based on the ultimate size you want it to be and on the water needs of the plants it would be growing with. Soil drainage would matter a little with the ornamental grass, but not a whole lot, as many ornamental grasses will grow in a wide variety of soil types. You can leave an ornamental grass standing in the winter (if your area isn't having wildfires) and cut it back shortly before it begins to green up in spring.
