Question about germination times

When a seed packet says "14–21 days to germination" does that mean it will take 14–21 days for any sort of growth to appear? Or does that mean that it will take 14–21 days for a viable plant? I ask because this appears on a packet of foxglove seeds that I sowed. After about 7 days (i.e., ½ of the minimum 14 days specified on the packet), around 30% of the seeds have sprouted (albeit very, very tiny), and I am wondering if I should wait another 1–2 weeks to see if the other seeds will produce any sprouts or if this is all I will get.
