What's wrong with no window treatments? It seems that there shouldn't be privacy issues with their height from the floor. Maybe you could put sheers over them to soften the look.

I think I would do Roman blinds in fabric, it adds color and or texture, make the room feel more luxurious and softens the walls. Mount them just below the ceiling, it will make the room seem like it has more height.

Shades only. Curtains will look silly.

Thank you all for the feedback/suggestions! I think we're leaning on going with fabric/textured roman shades for these windows and then do the ceiling to floor drapes in the living room on the larger window! I need all the help I can get with interior decorating on a budget with colors, designs, etc. Was wondering what color fabric for the shades. Here's a couple photos; one of the rug under table and one of the color of the table. I'm re-doing pretty much everything in those rooms, so am open. I do like neutrals however. The wall paint color is Behr Cappuccino Froth which is a neutral also, so wasn't sure about having too much beige/neutrals. As you can see in the photo of table top color, we previously had cream colored sheers on the small windows but they really didn't do too much for the room(s). Thank you!
