Why is Edna C growing so slowly?

I got this Edna C tuber from my local dahlia society annual tuber sale on May 18. The tuber wasn't the thickest and best looking tuber, but it had an eye. I planted it with about 6 other dahlias nearby on May 20. There was a drought in May, then it got wet in June here in northwestern De. It was a bit slow to pop up above the soil. Once it did pop up, it started growing slowly. The other dahlias around it all grew 2-3 times faster at first. Now that most of the other dahlias are between 4 to almost 5 feet tall, Edna C is only about 2.5 feet. I topped it at 3rd leaf level, it only grew 2 full laterals. It's been in the ground over 3 months at 2.5 feet and no sign of buds. I know it's a late bloomer, but is it supposed to be slow growing? Also it's lower leaves have yellowed and a couple are brown. The rest of the plant is yellow-green, even though Maarn right beside it is dark green, as is Camano Pet.


Is is this normal for Edna C?
