The red blotches are Stagonospora curtisii, it's also commonly called "red blotch". It is a fungal disease spread by spores which are very happy in wet and cool environments. I would remove all areas that are infected as it spreads. Make sure you sterilize your equipment with a bleach solution to avoid spread. I've seen it wipe out bulbs in small amounts of time. Try to keep the bulbs dry and away from the others if possible. It can easily infect the inner layers of the bulb and cause rot. Some give their bulbs good soakings in bleach, peroxide, or specific fungicides.

HMV is also apparent in many of your pictures, it's indicated by the lighter coloring on your leaves. This is a whole 'nother issue. There isn't an easy method to "cure" it, so unless you plan to remove and burn all your Hipps and decidedly sterilize the soil, I wouldn't worry too much about it. It could cause weakness in your bulb, in some really bad cases they can cause severe flower deformity or even bulb death, although I haven't heard of specific examples of death.

I would be interested in specifics about how to treat the bulbs. When should the bulbs be "soaked", for how long, and in what solution? These bulbs were my mother's, some she had grown from seed. She passed away 6 years ago. I have taken over the care of her flock. I am motivated to keep them going.

Can you use sulfur on it? It only happens to me when I move them outside for the summer. When I move them in before the frost, they're fine. It's probably drier in the house.

In the latter pics, with the pale leaves looks like Mosaic virus. Especially the one in the top right corner.
