Try posting this question on a busier forum such as the Tree Forum.

It's dead already,,,,,and appears to have been planted too deep and the soil was not packed well enough around the root ball from the appearance of the pine straw that seems to be sinking around it........ Not to mention, Dogwoods are primarily under canopy trees when young and can't take full sun after transplanting..... Once established they can handle a good deal of sun if trees are removed or the canopy is raised overhead.....
