Since there was to be food prep on it, a heated mineral oil was used for the top, five coats. The bottom was sealed with a poly varathane. As far as I know the owner has not had any problem with staining--the wood is well sealed. I would however avoid placing hot objects directly on the surface.

There can be quite a range in cost depending on your locale, the materials, the finish, the various components, and whether it is to be custom or 'off the shelf'. I'd suggest consulting with a local cabinet builder for approximate pricing.
