If your ceiling currently has a stipple finish (popcorn), and it hasn't been painted, then it's easier to actually scrape off. I definitely know that you can actually cover a stipple ceiling with drywall directly on top of it. However, you're looking to add a bead board application with wood rafters. The only reason why I can see your contractor saying you have to remove the stipple before you add the bead board is because of the application and how it would adhere. Drywall you simply screw into the ceiling over the drywall. Bead board may be different. My best advice is to research how the bead board is applied to the ceiling before going through the messy process of removing stipple, it's very messy.

Before you even consider removing the texture you have to be sure it does not contain asbestos. If your contractor says it needs to be removed, chances are he's not going to guarantee the work, or perhaps, not do the job at all.

very easy to remove put down painters plastic get a hand pump garden sprayer the small handheld one 1quart not a big one. spray the ceiling down once then lightly spray as you scrape use a 14 inch sheetrock mud knife. don't use too much water or you will start digging into the old sheetrock I recommend a face sheild and dust mask. As said above if you are at all concerned that there is a possibility of it being asbestos have it tested don't mess with it yourself.
