pest or disease identification

I have several plants where the leaves are looking like the picture . On looking with a magnifying glass i am seeing patches of white grayish web like markings but I don't see any insects. I thought maybe spider mites or whiteflies but I'm not seeing any. Some of the leaves have "tears" in the leaves. These markings cover the entire leave. There is "debri" in among the webs . Any suggestions on what this is and how to deal with it? This is affecting a Rangoon Creeper" vine , a bleeding heart vine and a small ornamental tree in my courtyard. Thanks so much!

You know, luv, I've seen that and know exactly what it feels/looks like but can't remember what it is. I'll be searching it down.

what caused the big tear??? hail???

it almost looks like some other fuzzy seeded plant went to seed.. and it rained ... coating this plant in the chaff ...?????

This stuff is pretty fixed into the leaf, glued...if it is what I'm thinking of.

Hi All! I'm in Houston.
We've had strange weather this year. A very wet Spring with flooding then a very dry summer with little rain. When I first discovered this on the leaves of my Rangoon Creeper Vine I pruned off about 2/3 of the vine where all the bad leaves were and now its affecting the other leaves. Very weird! I've noticed several of my other plants like my hibiscus leaves that the "cuts" or tears in the leaves also . Small amount of "debri" on those leaves but not like the above leaf in the picture.Thanks so much for any suggestions you might have.
