You have lots of options. It all depends on what "on the cheap" really means. For some, it's under $500. For others, it's under $5000.

Changing the floors will be expensive if done properly as you'll need to remove the cabinets to take up all the old tile & then lay new flooring before putting the cab's back in. And floors should be done properly.

A cheaper floor option would be to get a couple of area rugs to cover as much as possible. Even flor tiles would work (they stick together to form a rug). Lots of color & texture options.

Changing the backsplash is a relatively easy job, especially if you can tile yourself. You can also reglaze the tile (it's done by a professional), though I'm not 100% sure you can do it in a kitchen. It's done all the time in bathrooms. It looks like you have between 50-60 sf of tile, so as long as you go with a simple ceramic in a standard size, the tile itself can run between $300-800.

Lighting would be a good thing to update as bdennison suggests. If your budget allows, putting in some can lights would be fantastic. Add an island light & under cab lights (if they aren't already there).

Another great update, easily done if you're remotely handy, is change out that faucet. They can run from $200- 1000 and up.

Removing those mini blinds & adding roman shades will also be a huge improvement. Stock sizes are available, but I have yet to live in a home or apartment where stock sizes fit my windows. I made 2 roman shades & 2 big panel curtains for my home & the materials cost me about $300 (I used home dec fabrics & lined all the curtains). If I'd had to hire someone to make them, they would have been easily over $1000 (including materials).

Updates can add up very, very quickly. But if you bring in your accessories (counter stools, kitchen towels, mixer, toaster oven, etc), you may find the colors not quite so bad. I prefer to live with cosmetic things until I've saved my money to get what I really want. But that means often waiting YEARS as pesky necessary changes are needed sooner (roof, insulation, electrical wiring, plumbing, etc). Oh, the joys of home ownership!
