It is possible but why would you bother when you can only get named varieties by planting a known cultivar? All those varieties in the RHS article can only be got by vegetative reproduction, not by seed. Seed raised plants would be an unknown quantity as regards taste and vigour. In all the years of gardening I've never heard of rhubarb grown from seed. However, reading the magazine it aroused my curiosity. That's all. At one time I had lovely English neighbors who were passionate about rhubarb. Until then I didn't even know rhubarb existed.

I grew rhubarb from seed last year (2014). Planted them in the their permanent spot this past summer. You've got to grow many more seedlings than you want so you can select for the traits you desire. The seedlings I had were extremely variable in growth rate, stem color, stem length and thickness, etc. and I culled a lot of them. And the germination rate wasn't great.

There are heirloom open-pollinated rhubarbs like "Victoria" which should come true (or nearly so) from seed. I have five pots of young rhubarb grown from seed in the coldframe presently.

Unless you insist on uniformity of appearance, your results are likely to be good. Flavor should be similar whether stems are red or green.
