If you cut some of it off for wreaths I'm assuming that was not long ago? If it is already growing back that implies to me that your Rosemary is growing too fast.

During the Winter it should be just ticking over, not actively growing. It needs winter rest. It needs to be in the coolest place you can find indoors, short of actually freezing. A barely heated glass porch would be perfect. It also need bright light, humidity and very little water. We don't know what climate you live in so we can't say if it actually needs to be indoors at all.

Check carefully under the tiny leaves for spider mites, a real problem for rosemary brought inside for the season. It's very difficult to see the mites on rosemary, so the use of a hand lens would be useful.
