I don't know how long your lights are left on, or if the plants are given any darkness, but some plants are sensitive to day length. I found a few articles mentioning peas, but in case you didn't know already, I figured you might benefit from learning about day length sensitivity... also known as photoperiodism. Do a search if you need. If that particular type of pea is sensitive, and requires darkness to produce the proper chemicals it needs to bloom, giving it at least the minimum of darkness may help.

Sugar Snaps (assuming you are talking about the actual variety and not using the term generically) are tall plants and get to be around 6 feet. They start to flower and produce after they've grown a bit so it's likely, as floral has suggested, that you trimming them is why you aren't seeing flowers. Next time you might want to try a dwarf or bush variety of snap pea which only grow 2-3 feet tall, such as Sugar Ann, Sugar Daddy, Cascadia, and others.

Edited to add: I'm on my phone and just see a jumbled mess of plants with eerie yellow lighting in the pic. Couldn't say anything about their health.

Oh dear. They really don't look happy at all, I'm afraid. They are badly etiolated and very overcrowded. You need a lot of pea plants to get a worthwhile harvest so to be absolutely honest I'd eat what you can of those as pea shoots and compost the rest. Then I'd start again with something short, compact more suitable for growing indoors. Salad greens perhaps.

Just curious, are you new to indoor gardening? Is that a sodium vapor? How high is the lamp from the growing medium?

As others have said, Sugar Snaps grow huge... not really suited for indoor gardening. Mine grew over 8 feet.

I see this post is from some time ago, but I was having the same problem, super healthy plants with no flowers. I was feeding a two part blend, Calcium Nitrate and a low nitrogen hydroponic blend in equal parts..I started feeding a higher portion of PK blend and less N and got flowers, then I fed my regular blend but boosted the Phosphorus with P2O5 and got an explosion of flowers!
