If it's close to 6ft, you can probably remove about 3ft at this time of year. The graying canes are aging out and will need to be removed once the younger canes are substantial enough to support the new growth. Right now, they look rather immature. Remove all twiggy growth, blind shoots and crossing canes. When you finish pruning, strip off whatever leaves are left and seal the pruning cuts with Elmers glue or nail polish to retard cane borers. Rose bushes sitting in gravel fare worse in our heat than bushes mulched with a forest byproduct. You can encourage new healthy growth by raking back that rock and giving the rose a 4" layer of bark or bagged mulch. You can also apply an organic rose food directly to the root zone, either by boring 3-4 8" holes at the leaf-line and pouring in the recommended label amount or scratching it into the top 2" of soil, again at the leaf-line. Water thoroughly before and after application. Organics take a lot longer to break down than liquids and fast-acting chemical fertilizers. Expect buds by March; blooms by mid-April.

If this was grafted onto a disease-resistant root stock, remember to remove any sprouts coming from below the graft - that's the not-so-pretty root variety
