Drought-resistant gardening ideas

I have a plot of ground--33 ft x 2.5 ft, against the front of our white house, that I would like to fill with long-blooming, drought-resistant perennials. We live in W. Africa and have a temperature range of 60-110+ degrees, average in the low 90s. Even though it is narrow strip, I would like to work with two rows of plants. I really enjoy salvia, and would like combinations of blues, white, and yellow--but open to other things as well. One consideration is that I would probably have to start things from seed. Thank you for any suggestions!
