At this time of the year I would wait until Spring. My cue as to repotting time is when I see roots coming out the bottom of the pot drain holes.

that can be risky ajbelf as when they start coming out of the drain holes that means the pot is root bound. if a plant becomes root bound it can become stunted and not grow as well. but stunting them can be a good way to try to keep them as a smaller plant.

With a cutting especially you want a good root system before you repot them as their new roots are very fragile. It has been my experience that even with care you will break off roots when trying to repot compromising all the time spent rooting your cutting.

oh as for cuttings then yes your way is great. I was talking about after its become a big plant.

Did anyone decide the best course? Repot or wait until spring? I am in the same situation here in CT, I have a cutting that now has 3 large leaves and 4 smaller ones starting. I have it in a clear 16oz. plastic water bottle that is ready to fall over from such a big plant! The roots are starting to grow up the sides now. As you can see my other cutting has some roots but no where near this one, my other plumerias are dormant and in storage. I don't know what to do with a growing cutting in the middle of winter?
