Don't know if there is a "should", either ought to be just fine. My GC crew did it as part of the install, but I could have had the cabinet maker do it if he had the handles I wanted.

Yes, my DH & I installed out cabinet knobs and pulls, too. Just draw a pattern on paper so they are all the same.

My GC installed my cabinets and knobs/pulls with my guidance as to exactly where I want them.

It is surprising how long it takes to install knobs and pulls. The best method is to hot melt a reversible jig together out of scraps for drilling. Nothing to measure and each set of holes is drilled in exactly the same place on the doors. Which is really nice when the lady says the handles don't line up. Yes, they do, your door is out of adjustment.
