I'm sure an electrician could run something off the under counter lighting, but you would see wires running upwards inside the cupboards. Were you not on site when the home was being built? I don't think you can blame it on the builder, if you were there when you did the electrical outlets/switches etc. you would have told the electrician you were having upper cupboard lighting and where would the switch go.

No we were not on site when the electrical was being done. There was a miscommunication between the builder and the electrician. Thanks for your response.

What is located in the room behind your cabinets? Photo? As for expense, you should not be footing this cost if it's the builders error. Make it clear he will be responsible for this, and don't waver.
