The heat from heating pads and lights won't be enough.

For maximum photosynthesis, the light period air temperature should be 75-80 deg. F. and, if you want stocky plants, the dark period temperature should be higher than the light period temperature, even up to 100 deg. F.. A much colder dark period temperature, e.g., 50 deg. F., will result in spindly plants.

But, whatever you do, I recommend having the lights on during the night and off during the day, with some necessary overlap so that the lights are on 16/24, to help reduce the light-dark temperature differential.
