I think hand sewing the loose threads would be the only way. If any loose threads are on the front, they'd need to be pulled thru to the back, then take a stitch or two and knot. Don't know if there's enough thread to do this tho.

You could probably glue it down with fabric glue, but you might feel that on your skin and could irritate.

I don't know if there's an easier way.

You might try pulling the thread ends thru to the back side with a tiny crochet hook, and then press a patch of 'iron on interfacing"--lightweight. You need to bond the embroidery so it will hold in place. That is all I can think of, and if there are many areas-well that would be a job!

Thanks for your comments. If I can do this, might get another season of wear. It is mostly little tiny roses with stems and leaves, so it is mostly pink and green. I like the idea of pulling the ends through and press a patch of iron on interfacing. I am extremely allergic to anything with preservatives in it, so I don't think the glue things would be a good idea. Always, when you get more than one head together you get some wonderful ideas. Be careful the heat setting for the interfacing is not too hot for your velveteen fabric. Too much heat tends to make the nap shiny. Alternatively, you could tack down the loose threads with the nylon invisible thread used in quilting . Good luck.

You could take them to an expert tailor/seamstress and have them copied.
