Yes you can either shear them of cut them back more naturally by cutting the stems individually back to differing height levels. Just don't cut them too far back or you will kill the shrub.

I don't 'do' conifers but I would imagine that there are similarly blobby yellow conifers which are naturally dwarf. If no one here can help there is a Conifer Forum where the obsessives hang out.

Actually, that IS considered a dwarf but 'dwarf' with conifers only describes the rate of growth, not the ultimate size - they just keep on growing and the longer they live, the bigger they get. But as noted, Golden Mops is extremely prunable if you approach it in the correct manner and it will take a LONG time to get be 5' tall and wide.

do NOT shear them ... selective pruning would be better ...
