Weren't there Country French color combinations, for example the red is accented by a yellow and white. If you found a country French fabric for pillows or chairs that will compliment your white piano and blend it into the room, that might be a thought.

I understand that you would like to keep the budget low, but perhaps you can break your project into phases?

Blue and red are striking together. I recommend adding soft blue patterned drapes, add a round light wooden coffee table (round tables are best with kids), re-uphoslter the accent chairs in patterned red fabrics and add blue accent pillows that tie in the drapes. As far as the rug goes, you could use a simple jute rug (great because they're durable) or a rug that ties in the blue and red. It all comes down to layering hues and patterns of fabrics together.

It looks like you're missing a side table or two.

Lastly, the paint on the baseboards and the ceiling is clashing with the red wallpaper. Are you open to painting?
