Fertilizing JM seedlings

Hey guys. I should hopefully have some JM seeds germinating within the next few weeks, and I'm trying to get everything planned out for the little guys before they emerge. According to the latest version of Vertrees Japanese Maples bible, proper fertilization at the beginning of the second growth period in late summer can result in some quite large 1 yr plants. Vertrees said it wasn't uncommon for his to reach 3 ft tall in the first year.

I'm not trying to get all my seedlings to 3 ft tall in the first year, as I realize there's a lot of variables that make that unlikely, but I would like to know when and how to fertilize my seedlings to get the maximum healthy growth out of them. A lot of sites online suggest not even fertilizing them, so I am thoroughly confused. Thanks.
