Is the granite step put on top of the tiles and how is it fixed?

I want to do exactly this, but not sure if have to leave gap between tiles and fix granite or granite onto tiles directly.

    The curb has to be built first using mud, water proofed they the granite step is applied on top using speedset. Has to be laser leveled so the door can sit on it perfectly.
