Need more info to make an educated comment. If a full line of shrubs, and this is it, no, of course not. If a lot of it looks like this, well then we'll need to ID that plant, ID the pathogen (if there is one), then go from there. But so far, with this tiny amount of info, no way is there anything needing treatment there.
