Incorrect label???

I had noticed a very blue spruce in the gardens at my university recently, and today I finally got around to checking it out and seeing what it was. Not so surprisingly, it was a Picea pungens cultivar, however, I was very surprised at which one it was labeled to be. Take a look for yourself below.

Is this correct?
