Can fish fertilizer go bad?

Summer 2014 I bought Alaska fish fertilizer, see below picture. It worked great I would spray it on plants and I could see how they grew. They got noticeably bigger. But the following year I couldn't tell that it was helping the plants. I kept using more and more of it (meaning year 2014 I used a few drops for one gallon of water but year 2015 I increased it to a table spoon for one gallon of water) it did not give the plants any boost. That got me thinking, can fish fertilizer go bad? Meaning expire. I stored it in a shed outside so it was exposed to extreme temps.
