A very knowledgeable grower always says that dried out tubers often surprise you with life, while squishy tubers are compost.

If you are just now discovering that your stored tubers are wrinkled but still have some weight to them, throw them into a pot with some soil on top, and water just a bit. Wait for a week, and water a tiny bit again. After 3 weeks, dig up and see if there are any green/white nubs on the stem end of the tubers. If not, bury them into your compost pile, just under the surface. You never know, they might yet surprise you! Many growers have gorgeous blooms pop out of their compost piles long after giving up on tubers.
