I don't know what is but it to large and wrong shape for a thrip. Plus it has wings and long legs.

No, not a lacewing, but probably not a bad guy either. I don't see it on Baldo Villegas' Bugs website.

Sort of look like aphids bit at the same time sorta not. A more clear photo would help though I know that's tough on such a small subject. If they're aphids they'll congregate on the tips of the shoots or under young leaves and multiply. You'll have your answer then.

My guess would also be aphids that are checking out your tasty roses to start a colony of babies upon your plants.

I looked them up and that is exactly what a winged aphid looks like. First time I have ever seen one.
